4. Description: Mapping of Private Tuition Providers
It is anticipated that the project will begin in April 2008 and last up to six months.
Expressions of interest are sought for proposed research into the number and nature of private tuition providers for children aged 5-16 in England.
Background: Some parents and carers employ private tutors for their children, for a range of reasons including individual support to catch up in particular subjects, preparation for exams, providing stretch for able children, and broadening their child's curriculum. The evidence base on private tuition is, however, extremely limited, and little information is available on the number and nature of providers, and the services they offer.
The Department would therefore like to invite expressions of interest for a proposed mapping exercise to investigate what private tuition provision for children aged 5-16 exists in England.
It is intended that it would cover issues such as:
- the number, size and nature of private tuition providers;
- the size and state of the workforce;
- the content of tuition, including the subjects most commonly selected for private tuition;
- an estimate of the number of hours of tuition purchased annually;
- an estimate of the cost of tuition, and whether/how this varies across providers; and
- what, if any, quality assurance mechanisms exist within the field.
It is likely that the methodology will primarily consist of desk research, quantitative surveying and statistical analysis though other methods may be required.
Expressions of interest should be no more than 500 words and should give a brief outline of the relevant experience and capacity of the organisation. Collaborative expressions of interest are welcome.
Please note that expressions of interest do not need to include any details of your proposed study plan as this will be requested at invitation to tender stage.
Expressions of interest will be assessed on the following criteria:
- Capacity to conduct the fieldwork, analysis and reporting necessary for a project of this nature.
- Research project management skills and experience.
- Familiarity with the UK education system and associated issues.
