Opportunities and Challenges for the Third Sector Involved in Procurement and Commissioning

An interesting document about the opportunities and challenges for the voluntary and community sector involved in procurement and commissioning processes has been produced by the Yorkshire and the Humber Forum. See Link below.

Feedback received from one senior procurement manager, having read this document, states:
"Thanks, very useful – I have to say all the push is to make big savings and collaborate and create economies of scale with the like of consortias. This, however, flies in the face of the Government wanting to break contracts down in order to accommodate SME’s! It is the old chestnut caught between a rock and hard place.
I do think consortias need to think carefully that if they want council business put through them then they have to start to consider how those contracts meet council procurement and borough wide objectives within their respective strategies covering SME’s, equality and diversity and more on sustainability? From what I have witnessed they are not taking these on board and just going for the saving only and trying to capture everyone’s purchasing through them!"
