DONCASTER SOCIAL INFRASTRUCTURE PROJECT
SOUTH YORKSHIRE INVESTMENT PLAN (SYIP) PROGRAMME SINGLE POT / YORKSHIRE FORWARD August 2007 - March 2009
Through the South Yorkshire Investment Plan (SYIP), Doncaster CVS has funding available over the next 2 financial years (August 2007 – March 2009) to sub contract with local Doncaster based voluntary and community sector organisations to provide a range of infrastructure support services to the voluntary and community sector within the Borough of Doncaster.
The services for which we will be seeking providers, from August 2007 – March 2009 will be:
Financial Planning / Community Accountancy Services (3 contracts):
We are offering 3 contracts in this area of work. One to cover North Doncaster, one for South Doncaster and one for Urban Centre (including town centre). The work to be tendered for needs to include:
- A financial healthcheck process, including, integrating financial planning with organisational planning, developing financial strategies with community & voluntary sector groups and helping groups to establish, implement and develop financial policies, procedures and systems.
- The tender also needs to include help and advice with budgets and cashflow, full cost recovery principles and basic book-keeping.
Business Planning / Business (Voluntary & Community Sector) Support (1 contract)
We are offering 1 contract in this area of work to cover Urban Centre (including town centre). The work to be tendered needs to include:
- Advice, support and development of business plans with voluntary/community sector groups including aims and objectives, the market – need and demand, organisational outcomes, monitoring and evaluation, options and risk appraisal, forward strategy.
- Support for groups in planning for the future and developing strategies around fundraising and sustainability.
Procurement & Commissioning / Income Diversification (2 contracts)
We are offering 2 contracts within this areas of work. Each organisation contracted will need to deliver the contracted service(s) across the whole of the borough of Doncaster.
Contract 1 – This contract is to work across Doncaster to research procurement opportunities that the voluntary and community sector may be able to take advantage of. These will need to be collated and undated regularly on a new website as well and be communicated in a range of newsletters within the sector. Under this contract we would also like the successful organisation to work with procurement officers within the statutory services to inform the development of how they approach and use the voluntary / community sector. This provider of will also link with the contract provider below to deliver a comprehensive programme of seminars/workshops in this area.
Contract 2 – We need an organisation to deliver advice, support, training and guidance on procurement and commissioning, contracting, consortium approaches, partnership working and contract readiness for voluntary and community sector groups within Doncaster.
Each contract will be a maximum value of £115,000 over the 20 month period (£110,000 revenue and £5,000 capital).
